If she wasn't, she would be one of the most detested characters in the series. Her crimes are skipped over because she is a cute little girl.

Remember, Ouroboros apparently doesn't force their Enforcers to do anything, so she killed all those people of her own free will, and the narrative of the games present her as more than capable of taking care of herself and making her own decisions. To save the company, Masayuki Kato, the president at the time, ordered that Trails in the Sky be released immediately regardless of how far along it was in development, so the team chopped it off at FC's ending and threw together the promo video to hold people over for the second part. The PC games market in Japan was crashing and Zwei flopped. However, during development, Nihon Falcom was facing a financial crisis. Trails in the Sky was meant to be one game. However, ao.is awesome and I would recommend at least watching a play through of zero and then actually playing ao, but playing both is good too!Hm? It's the other way around. That last dungeon in zero.after all those hours, to get that ending? MEH. Unlike Sky where there was a pretty big climax at the end of sky 1 and has a massive cliffhanger, and then going on to wrap it up with an awesome sequel, zero/ao is essentially one massive story split up into 2 games and I did find it a bit boring playing Zero if I were tbh.
